T - Mast Step slot is permently bonded to Tabernacle base

The two holes are for access to screws below this assembly on the older mast step that did not incorporate a tabernacle. That access is pure convenience for tightening those screws. There is no other function for those holes. Water would drain without them. The tabernacle sits on top of the older original mast step assembly
