Tiller - only needs clear LPU over the epoxy now

I added tiller cheeks on either side of the rudderhead. I bolted them on to make replacing the tiller very easy (experimenting). It is plenty strong as you see it with the solid mahogany tiller cheeks and through-bolted. Note also with the extra thickness of rudderhead, I had to grind a groove for the pintles even though I had one of the largest thicknesses available.
